From my understanding, it is the volition or intention that counts when the deed is done.

 

If a person have the intention to take without informing or asking, it is not good.

 

If a person have the intention to inform after taking, it is a little better.

 

Excuses cooked up after the deed is done makes it even worse as more negative karma is done.
